Why ESA is necessary?

ESA means Environmental site assessment. It is extremely necessary for any land or property to detect the presence of any contamination.
Nowadays Environmental site assessment phase 1 is done as a routine procedure to make sure that the land or property is safe and free of contaminants. It is very necessary when purchasing the land or property.
Phase 2 ESA is not commonly done but only when the phase 1 report suspect some contamination. This procedure is invasive and somehow includes some complex steps. But this procedure can detect the specific presence of contamination.
